Overview

The Agency of Transportation (AOT) is seeking a Continuous Improvement Program Manager to join the agency's Continuous Improvement and Technical Solutions Unit, a part of the Performance Section, within the division of Finance and Administration. The Performance Section is comprised of Continuous Improvement Program Managers and Data Analysts who work collaboratively, providing services across the agency, with a goal of fostering innovation and continuous improvement and developing an organizational culture that values data and promotes stakeholder use.

 

This position supports AOT in understanding problems and works collaboratively with agency customers and partners to solve them by finding process efficiencies, identifying new and better ways to perform functional work and leveraging lean methodologies for better outcomes. The role encourages and supports the sharing of ideas on improving both service delivery and business process efficiency. The work of this position is governed by the principle that a good idea can come from anywhere.

 

As a Continuous Improvement Program Manager, you will be responsible for both independently and collaboratively managing and facilitating continuous improvement projects of varying complexity and size. Project management and facilitation includes leading AOT colleagues through exercises and discussions to clarify the problem or idea, define stakeholders, document current state through business process mapping, identify pain points and potential solutions, support implementation, and monitor stabilization of the implemented changes by leveraging the PDSA cycle.

 

In addition, this position will be responsible for supporting the division of Finance and Administration with strategic planning activities. This includes supporting the division with the implementation of a key strategic priority encompassing the improvement of administrative and regulatory process efficiency, transparency, and communication through standard work, continuous improvement, and innovation. This body of work involves collaboration and input on the creation and execution of a plan to collect a baseline of F&A processes that are standardized; catalog documented F&A processes and determine if documentation requires updates; archive/ delete old documentation from internal and public facing locations; and identify target for the following year(s).

 

Our ideal candidate is positive and enthusiastic, self-motivated, resilient, able to work under pressure to meet deadlines, is very customer service oriented, and has excellent verbal and written communication skills. The incumbent will bring technical proficiency in the use of Microsoft Office software including Excel, PowerPoint, Outlook, Teams etc. and experience with diagramming software such as Visio or Draw.io, as well as with virtual whiteboards. In addition, they will possess considerable knowledge of continuous improvement and/or lean methodology and tools. It is desirable (though not required) for candidates to have some exposure to and/or general knowledge of PowerBi and project management software such as Microsoft Planner.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Lifting and transporting of training and/or event materials, and establishing appropriate set-up of training/event facilities, may be required.

Minimum Qualifications

Master degree in business administration, public administration or related field.

OR

Bachelor's degree AND two (2) years or more work experience in organizational development or business process improvement.

OR

Associates degree AND four (4) years or more work experience in organizational development or business process improvement.

Preferred Qualifications

Knowledge of the principles, practices, and tools available/associated with project management, change management, and business process analysis.

Knowledge of performance measurement.

Knowledge of Agency contracting procedures.

Knowledge of information technology (IT) applications utilized in agency operations.

Ability to identify information technology enhancements that meet business requirements.

Certification as a VTrans Lean Green Belt, or equivalent industry certification.
