Overview

The AOT Continuous Improvement Program Manager is responsible for leading CI efforts across the Agency, promoting change, assisting with development of performance measures, and facilitating plans for evaluation of the measures and implemented CI efforts. Primary duties are to coordinate the operations of the program and identify and implement changes to make the program more effective. Project level issues are to be addressed by the position or escalated to the supervisor as necessary.


The candidate will participate in the future vision and evolution of the Cl program by collaborating with the Performance team and associated partners. They will also collaborate on the development, maintenance, and operations of a program implementation plan for the Agency as well as having responsibility to develop and foster a culture of continuous improvement and business process redesign in the Agency.


Additional responsibilities include developing and maintaining a framework for the CI Program, oversee the application of CI methodologies which include creating project charters and defining scope of projects, supporting the facilitator network which includes engagement with the Greenbelt network as well as other responsibilities.


The CI Program Manager may represent the Performance Unit at local, regional, or national events.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Lifting and transporting of training and/or event materials, and establishing appropriate set-up of training/event facilities, may be required.

Minimum Qualifications

Master Degree in Business Administration, Public Administration or related field.

OR

Bachelor's degree AND two (2) years or more work experience in organizational development or business process improvement.

OR

Associates degree AND four (4) years or more work experience in organizational development or business process improvement.

Preferred Qualifications

Knowledge of the principles, practices, and tools available/associated with project management, change management, and business process analysis.
Knowledge of performance measurement.
Knowledge of Agency contracting procedures.
Knowledge of information technology (IT) applications utilized in agency operations.
Ability to identify information technology enhancements that meet business requirements.
Certification as a VTrans Lean Green Belt, or equivalent industry certification.
