Overview

The Department of Corrections (DOC) is recruiting for a well-rounded, forward-thinking individual to fill the role of Financial Director II in our dynamic Central Business Office.  The Financial Director II manages day-to-day operations of the DOC Business Office which is comprised of twelve staff including four Financial Managers, five Financial Administrators,  two Financial Specialist III's, and one Contracts and Grants Administrator.  This role has direct supervision over the unit's four Financial Managers and their respective teams and serve as the Central Office point of contact for the Facility Business Managers. Crucial tasks of this position include daily fiscal operations, oversight and communication of Statewide DOC fiscal processes and procedures, review of contracts and grants, managing the timely filing, review, and reporting for federal grants, coordinating fiscal year closeout, quarterly budget reviews with facilities, field, and central office divisions, monitoring and advising payroll and human resource functions of DOC, and preparation of monthly and annual reports for the Financial Director IV.  This position serves as a backup to the lead Financial Director and must keep informed of financial and policy changes within the department that inform business practices. To aid in this work, this position will travel to our six correctional facilities and 12 probation and parole offices as well as attendance at department and agency leadership meetings.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and three (3) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.

OR

Master's degree in accounting, business or public administration or a related field AND two (2) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.

OR

Associate's degree AND five (5) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff OR six (6) years or more of experience managing a significant fiscal program or section.

OR

High School diploma or equivalent AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One (1) year or more of experience as a Financial Director I with the State of Vermont.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.

Note: For some positions preference may be given to applicants with experience managing large fiscal operations.
