Overview

The Northern Border Regional Commission seeks its first Executive Director.  The Director will be responsible for establishing a new, separate organization that stands outside of the existing federal co-chair organization. The Director is responsible for the administrative and fiscal management of the NBRC and for ensuring that the organization's structure, budget, and functions support the strategic plan and executive branch initiatives for the region.  In partnership with the NBRC state and federal leaders, this position manages critical operations that provide development and growth opportunities for communities in the region and seeks to support continuing development of industries and markets that will provide a self-sustaining economy.

The Northern Border Regional Commission is a federal-state partnership for economic and community development in northern Maine, New Hampshire, Vermont, and New York.  Each year, the NBRC provides federal funds for critical economic and community development projects throughout the northeast.  The mission of the Northern Border Regional Commission is to catalyze regional, collaborative, and transformative community economic development approaches that alleviate economic distress and position the region for economic growth.

This position is being recruited through the State of Vermont. It will be a limited-term exempt State of Vermont employee for up to two years. The successful candidate will establish an independent entity within two years, transitioning NBRC employees and organization outside of state or federal government.  This position is not a federal position.  The position comes with a competitive salary commensurate with experience (minimum of $90,000), State of Vermont health and retirement benefits, and the flexibility of regular remote work from anywhere within the NBRC territory.  The position will require significant travel (more than 50 percent of the time). The official duty location of the position will be Montpelier, Vt., though it will be eligible for full-time remote work from any location within the Northern Border Region Commission territory. The director will need to travel to the NBRC Federal Co-Chair's office in Concord, NH on a regular basis.  Within two years, the Director will be responsible for establishing a new permanent office location within 10 miles of Hanover, NH.

Qualifications

The ideal candidate will:
 

-  Have a masters degree in public administration, business, non-profit management, and / or at least five years of demonstrated leadership of a business, non-profit or governmental organization.

-  Be an experienced community and economic development professional, with at least 10 years of experience helping businesses and communities complete strategic planning, weaving together complicated projects, managing complex public/private partnerships, and delivering job-creating results.

-  Possess knowledge of principles and practices of teambuilding to create an environment that fosters partnership, innovation and continuous process improvement, and ability to use that knowledge to lead a multifaceted organization and to work with a diverse group of individuals, groups, and stakeholders to achieve mutually agreeable and acceptable solutions to complex and potentially contentious issues with significant impact on agency operations.

-  Be familiar with the unique challenges facing and great opportunities that await the communities in the Northern Border Regional Commission territory of Maine, New Hampshire, Vermont and New York.
