Overview

This position will serve as a Traffic Engineer within the Traffic Operations Section of the Operations and Safety Bureau at the Agency of Transportation. The Traffic Engineer will work on a wide range of tasks related to traffic safety and mobility on a statewide level, as well as supporting the Bicycle and Pedestrian program.

 

Examples of potential engineering tasks include: Road Safety Audit Reviews, traffic signal warrant analysis and retiming, small-scale safety improvement projects, engineering studies for the Vermont Traffic Committee, review of project plans, assisting with implementation of Complete Streets guidance within VTrans, review of Bicycle and Pedestrian grant applications, providing technical assistance to municipalities, and other statewide traffic and mobility issues as they arise.

 

This position will also be involved with writing or rewriting guidance and policy documents related to Traffic Engineering. The ideal candidate will bring creative solutions and big ideas combined with the technical skills and determination to bring them to bear.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Master's degree or higher in civil engineering OR registration as a Professional Engineer (PE) AND two (2) years or more of professional work experience in civil engineering.

OR

Master's degree or higher in any field of engineering AND (3) years or more of professional work experience in civil engineering.

OR

Bachelor's degree in civil engineering OR registration as a Professional Engineer (PE) AND four (4) years or more of professional work experience in civil engineering.

OR

Bachelor's degree in any field of engineering AND five (5) years or more of professional work experience in civil engineering.

OR

Three (3) years or more of experience as a Civil Engineer IV in the Agency of Transportation with the State of Vermont.

Preferred Qualifications

  • Licensed as a Professional Engineer in the State of Vermont.
  • Ability to efficiently execute clear, concise communication orally and in writing.
  • Strong technical writing skills, including both corresponding with a wide range of people of varying levels of technical expertise and writing engineering guidance documents for Agency staff and consultants.
  • Familiarity with MUTCD; AASHTO and FHWA publications; VTrans Standards, Specifications and policies as related to traffic and bicycle/pedestrian design(signs, pavement markings, traffic signals, work zones, etc.). Understanding of how traffic engineering and consideration of pedestrian and bicycle safety interacts with community and economic development.
  • Familiarity with various sources of traffic data, including but not limited to commercial probe data, NPMRDS data, existing sensors (e.g. RWIS, WIM) and other technology (e.g. BlueToad) for monitoring traffic conditions, identifying and prioritizing locations where improvements can be made for traffic mobility, as well as counting techniques for bicycle and pedestrian counts on both
  • Ability to determine priorities among simultaneous competing requests and requirements, and track progress on multiple tasks.
  • Ability to interact politely and professionally with Agency staff, law enforcement, municipalities, regional planning commission staff, consulting engineers, and the public on a variety of sensitive issues regarding traffic control devices and highway safety.

Special Requirements

NOTE: Some positions may require one year of supervisory experience. Participation in the State's Supervisor's Development Program may be substituted for supervisory experience.

NOTE: Some positions in this class may require registration as a professional engineer.
